S.1200 -- 99th Congress refers to the 1986 Immigration reform act that the Reagan administration passed, essentially criminalizing migration. The United States has the most extensive incarceration system in the world and the largest immigration detention system. And because 81% of these detention centers are owned and operated by private companies, it is questionable whether the United States immigration policies are designed for profit or people.
With these sculptures, dialogue is not limited to the overlapping institutions of migration and incarceration but expands into issues regarding borders and the body politic, migrant labor, and property. On exhibition and restricted from usage, the sculptures signal the language of "window display," presented like goods to be purchased. The relationship between the sculptures and the viewer exaggerates sensitivity to consumption and the overlapping subjects consumed.
